The objective of the project is to improve and enhance the existing National Inmate Monitoring System used by Bureau of Jail Management and Penology (BJMP) and automate the processes undertaken by Board of Pardons and Parole (BPP) and Parole and Probation Administration (PPA) in determining the prisoner’s fitness for parole and any form of executive clemency.

The Single Carpeta System aims to provide a more reliable, exceptional, accurate and adaptable with respect to the principles that will address the programs, projects and activities of BJMP, BPP and PPA. The Single Carpeta System will cover the typical process of monitoring of inmate from booking to releasing of inmates as well as hearing schedules, reports, history, evaluation of prisoner’s fitness for parole and any form of executive clemency, investigation and evaluation of the physical, mental and moral background and records of prisoners confined in city jails, the national penitentiary and penal colonies to determine who are eligible for parole or executive clemency, supervision of parolees and pardonees to effect their rehabilitation and reintegration in the society and other related functionalities.
